Federal financial aid comes in the forms of grants, work study, and/or loans. Eligibility can depend upon factors such as income, grade level, enrollment status, etc. As directed by the U.S. Department of Education, federal funds are allotted to the lowest income families first, but funds are also available for middle and upper-income families.
